Corona's fate will be known Tuesday, May 29, 2012, as the Philippine senators, acting as an impeachment court, will render their decision after five months of trial. MANILA, Philippines (AP) ? Senators fired the Philippines' Supreme Court chief justice Tuesday for failing to declare $2.4 million in bank accounts in a politically colored trial that has reinvigorated President Benigno Aquino III's campaign to clean up the government.

Chief Justice Renato Corona was appointed by Aquino's predecessor, who is under hospital arrest in a vote-rigging case, and he has called the effort to oust him a threat to democracy. He said his omission was not an impeachable offense and that a 1974 bank privacy law protects foreign deposits from disclosure, while prosecutors argued the constitution mandates a full declaration of assets for someone in his position.

Corona is considered fired and barred from public office after senators voted 20 to 3 to convict him on charges of betraying public trust and violating the constitution.

Corona testified last week that it wasn't only him who is on trial and challenged all 188 lawmakers who impeached him to disclose their dollar accounts ? but there were few takers.

The nationally televised 5-month-long proceedings gripped the nation like a soap opera with emotional testimonies, political grandstanding and a sideshow family drama.

Prosecutors, most of whom are Aquino's allies from the lower House of Representatives, argued that Corona concealed his wealth and offered "lame excuses" to avoid public accountability.

Corona said that he had accumulated his wealth from foreign exchange when he was still a student. Rep. Rodolfo Farinas, one of the prosecutors, ridiculed the 63-year-old justice, saying he "wants us to believe that when he was in grade four in 1959 he was such a visionary that he already started buying dollars."

"It is clear that these were excuses and lies made before the Senate and the entire world," Farinas said in Monday's closing arguments, adding that Corona had declared in his statement of assets, liabilities and net worth less than 2 percent of what he actually owned.

Addressing not only the senators but a public hungry for transparency in a country where corruption is endemic, the rich and powerful rarely prosecuted and a third of the population of 94 million lives on $1 a day, prosecutors sought to discredit Corona's defense with references to a lifestyle beyond the means of most of the people.

The prosecution asked if Corona was so rich, why did he need a loan for a car, and Senate President Juan Ponce Enrile quizzed that if Corona had nothing to hide, why the failure to declare all his assets, as mandated by the constitution. Corona's lawyer Serafin Cuevas cited a threat of kidnapping and extortion.

Aquino, the son of the revered democracy icon and the late president, Corazon Aquino, won the 2010 elections on a promise to rid the Philippines of corruption. His immediate target was former President Gloria Macapagal Arroyo and her inner circle that includes Corona, who was appointed by Arroyo shortly before she stepped down.

"This is not about vendetta," said Budget Secretary Florencio Abad, a close adviser of Aquino. "This is about strengthening the institutions of democracy, the institutions of check and balance."

He said that the conviction "shows that this country can dispense justice. This encourages people to avail of a judicial process that works even if the accused is a big fish."

Abad hoped it would also "spark a bigger investor confidence in the Philippines because commerce thrives in an atmosphere of good governance, stability and predictability."

The head of the largest left-wing group Bayan, Renato Reyes, said that the impeachment offered a measure of accountability but "is not a cure-all for corruption nor a quick solution to the problem of judicial reforms."

Cuevas said that Corona may consider fighting the conviction at the Supreme Court, an uncharted territory that may push the Philippines toward a constitutional crisis. Enrile said that impeachment verdict is final and cannot be appealed.

Corona has already questioned the legality of the charges against him but the Supreme Court did not rule on it.

This is the first impeachment process to be completed in Philippine history. The trial of former President Joseph Estrada on corruption charges in 2001 was cut short when prosecutors walked out and triggered the country's second "people power" revolt that toppled him.

There was no sign of restiveness in the military this time and protests were limited.

(AP) ? President Barack Obama is paying tribute to the nation's fallen warriors on Memorial Day, attending a ceremony at Arlington National Cemetery and honoring those who died during the Vietnam War.

The president was to participate in a wreath-laying ceremony at the Tomb of the Unknowns at Arlington National Cemetery near Washington, and then commemorate the 50th anniversary of the Vietnam War at the Vietnam Veterans Memorial.

In an election year, Obama has touted his work to bring U.S. combat troops home from Iraq and wind down the conflict in Afghanistan. Before military audiences and in a campaign ad released last week, he credits U.S. servicemen who helped in the raid that killed Osama bin Laden.

With so many troops returning home from their service, Obama says the U.S. needs to return the favor.

"We have to serve them and their families as well as they have served us," Obama said in his weekly radio and Internet address. "By making sure that they get the health care and benefits they need; by caring for our wounded warriors and supporting our military families; and by giving veterans the chance to go to college, find a good job and enjoy the freedom that they risked everything to protect."

The White House said the gathering at the Vietnam Veterans Memorial War would mark the beginning of a 13-year program to honor those who served during the Vietnam War.

Republican Mitt Romney was scheduled to appear Monday with Arizona Sen. John McCain, the 2008 GOP nominee, in San Diego, home to a large number of military personnel and veterans. Romney has made the case that too many veterans are returning home to poor job prospects, casting blame on Obama's economic policies.

A Bureau of Labor Statistics report in March found that 12.1 percent of U.S. Armed Forces veterans who served on active duty after September 2001 were unemployed in 2011. The unemployment rate for all veterans was 8.3 percent.

Veterans could play a significant role in the 2012 election. Exit polls in 2008 showed that Obama was supported by about 44 percent of voters who said they served in the military, while 54 percent voted for McCain, a former Navy pilot who was a prisoner of war for more than five years during the Vietnam War.

A poll released Monday by Gallup found that 58 percent of veterans support Romney and 34 percent back Obama. The results were based on a sample of 3,327 veterans who are registered voters and had a margin of error of 2 percentage points.

Several closely watched states in the election have large blocs of military voters. Florida, home to several military installations, has more than 1.6 million veterans, according to the Veterans Administration. Pennsylvania has nearly 1 million veterans, while Virginia and North Carolina each have about 800,000 veterans living in their states.

The president and first lady Michelle Obama started the day with a breakfast at the White House for families who have lost loved ones in combat.

Kinect in orbit to turn spacecraft into building blocks

Jacob Aron, technology reporter

STRaND-2.jpg(Image: Surrey Satellite Technology)

Small satellites capable of docking in orbit could be used as "space building blocks" to create larger spacecraft, says UK firm Surrey Satellite Technology. Not content with putting a smartphone app in space, the company now plans to launch a satellite equipped with a Kinect depth camera, allowing it to locate and join with other nearby satellites.

SpaceX's Dragon spacecraft is the latest of many large-scale vehicles to dock in space, but joining small and low-cost craft has not been attempted before. Surrey Satellite Technology's Strand-2 mission will launch two 30cm-long satellites on the same rocket, then attempt to dock them by using the Kinect sensor to align together in 3D space.

"Once you can launch low cost nanosatellites that dock together, the possibilities are endless - like space building blocks," says project leader Shaun Kenyon. For example, it might be possible to launch the components for a larger spacecraft one piece at a time, then have them automatically assemble in space.

Researchers have also previously suggested that Kinect could calculate the mass of astronauts in zero gravity on board the International Space Station, as traditional scales do not work in orbit.

(AP) ? Lady Gaga canceled her sold-out show in Indonesia after Islamist hard-liners threatened violence, claiming her sexy clothes and provocative dance moves would corrupt the youth.

The controversy was a blow to the predominantly Muslim country's reputation for combining free speech and democracy with a mostly moderate brand of the faith.

Fans were devastated, despite the promoter's offer of full refunds. Some accused police ? who refused to issue a permit over concerns about security ? of buckling to the will of a small group of thugs.

The planned "Born This Way Ball" concert has been on-again-off-again from the start.

But on Sunday, it was final, said Minola Sebayang, a lawyer for Big Daddy, the promoter of the June 3 show.

"It's unfortunate," he said. "But with threats if the concert goes ahead, Lady Gaga's side is calling it off. This is not only about Lady Gaga's security, but extends to those who will be watching her."

Indonesia, a secular nation of 240 million, is often held up by the U.S. and others an example of how democracy and Islam and can coexist. In many ways they are right. Since emerging from dictatorship just over a decade ago, sweeping reforms have resulted in direct elections, while vastly improving human rights and freeing up the media.

But a small extremist fringe has become more vocal ? and violent ? in recent years, attacking Christians and members of other religious minorities, transvestites, atheists and anyone else deemed immoral.

The most notorious group, Islamic Defenders Front, called Lady Gaga a "messenger of the devil" and vowed to turn out at the airport by the thousands if she tried to step off the plane. Others said they bought tickets so they could wreak havoc from inside the 52,000-seat stadium in the capital, Jakarta.

Police responded by denying the necessary permits. Then, after public outcry, they said they'd reconsider ? but only if Lady Gaga agreed to tone down her act.

Instead, she pulled the plug on what was supposed to be the biggest stop on her Asian tour.

Michael Rusli, head of Big Daddy, promised "Little Monster" fans full refunds.

But that provided little consolation to people like 25-year-old Johnny Purba.

"This only shows to the world how weak security forces are in this country, how police are afraid of a bunch of hard-liners," he said.

"Gaga's two-hour show will not hurt Indonesian Muslims. For God's sake, she is not a terrorist!"

Around 50 others, dressed up like the pop diva, performed a mob flash dance at a shopping mall in Jakarta to some of her biggest hits.

Hard-liners, however, were ecstatic.

"This is a victory for Indonesian Muslims," said Salim Alatas, one of the leaders of the Islamic Defenders Front. "Thanks to God for protecting us from a kind of devil."

Earlier, Murhali Barda, a spokesman for the group, said supporters had purchased more than 150 tickets to the concert.

He posted a picture on his Facebook page of a man hiding his identity with a turban and sunglasses and holding a $50 ticket to the "Ball."

"We have gotten Lady Gaga tickets," the caption said. "Not to watch but for us to enter."

"Our target is to stop the concert," he wrote, providing little more detail. "We would force them off the stage but not harm the audience."

Clint's Blog: Garden Again?

Last year my garden was pathetic. It started out strong, rows and rows of different veggies. ?Of course, my radishes are always?successful, they grow like weeds. ?Maybe it is because they are from the "weeds" family. ?They kinda taste like weeds according to my kids. ?My loose leaf lettuce usually grows quick and full. ?My beans and peas grow at an OK rate of speed and we usually harvest them early because we are excited to eat fresh peas. ?But, after the first month of garden heaven, our interest in the garden starts to?wain. ?The tomatoes haven't produced yet. ?The potatoes look like just another weed in the garden. ?The radishes that I didn't eat, go to seed and the beans and peas have produced their two pea pods and we ate them as soon as they were ready. ?From then on, all of the?vegetables?that take a while to produce are forgotten and the weeds begin to take over. ?We leave for a weekend for one activity or another and I look out the back window and can hardly identify my garden anymore. ?By late summer my garden is overgrown with weeds and I can't even find any of the plants I had waited so long to harvest. ?My tomato plant can't breath anymore, my potatoes have been over-run by weeds and have given in to not having any sunlight.

Now, why in the world would I start another garden? ?I talked to my sister living in Boise and told her about my gardening plight. ?She recommended a new path. ?"Have a special family home evening", she advised, "and tell all of the family that you aren't doing the garden alone this year. ?If you want a garden, everyone will need to help." ?It was great advise. ?I had grand visions of each child in the family taking a section of the garden and weeding it, cultivating it, and harvesting a?bounteous?cornucopia?of?vegetables?for our family's enjoyment. ?I marched right home from this brief meeting and announced to my family that we will not have a garden this year unless everyone helps out. ?Everyone looked at me like I was a little crazy and retorted right back with the same?enthusiasm. ?"Ok, we are fine without having a garden". ?I looked around the room and everyone but Katie was nodding with approval. ?Katie raised her hand and said, "I'll help you with the garden Dad." ?So, there you have it. ?What was I to do?

Well, today was the deciding day. ?It is Memorial Day weekend. ?I have some free time on Saturday but it was raining very hard. ?Everything was wet and the garden plot was muddy. ?I guess it just wasn't going to happen this year. ?But, for some reason, I still had this small yearning to plant something and watch it grow. ?Was it the deeply rooted genes from my ancestors that compel me to be a farmer? ?Was it the call of a prophet that each family should have a small garden in case of hard times? ?Was it the thrill of spring when all the world starts turning green? ?Is it the excitement of seeing something magical happen in a small patch of brown dirt? ?I don't know, but whatever it was, I?succumbed?to the pressure and started a garden today.

Canadians split over NDP leader Thomas Mulcair?s opinion of Alberta?s oil sands: poll

OTTAWA ? A new poll suggests Canadians are roughly split over NDP Leader Tom Mulcair?s contention that the Alberta oil sands have given the country a case of Dutch Disease as he prepares to visit the province next week.

Mulcair has suggested the Alberta oil exports raise the value of the Canadian dollar, which in turn hurts the economy in other parts of the country.

The phenomenon is dubbed the ?Dutch Disease? in reference to the manufacturing decline that occurred in the Netherlands after a boom in natural gas exports in the 1970s.

The Canadian Press Harris-Decima survey suggests slightly more Canadians disagree than agree with Mulcair ? 45 per cent compared to 41 per cent ? although opinions varied across the country.

The telephone survey of just over 1,000 people was carried out between May 17 and 20 and has a margin of error of 3.1 per cent, 19 times out of 20.

Most people polled in oil-rich Alberta and the rest of the Prairies disagreed with the NDP leader, while those in Quebec and British Columbia were most likely to agree with him.

The poll indicates most people don?t share Mulcair?s sentiments in Ontario, the country?s manufacturing heartland, where the economy has been hard hit from the restructuring of the North American auto sector and other blue-collar industries.

But a study by the Canadian Energy Research Institute says Ontario enjoys the lion?s share of oil sands benefits outside Alberta. The Calgary-based think-tank has suggested the oil sands will create billions of dollars in economic spinoffs in Ontario and tens of thousands of jobs over the next quarter century.

Ontario Premier Dalton McGuinty and his Alberta counterpart Alison Redford got into a spat earlier this year over the same issue. When McGuinty said a strong oil sands industry means a high loonie that hurts the manufacturing and export sectors, Redford accused him of being too simplistic.

But Mulcair has insisted that statistics on manufacturing job losses are ?irrefutable?? and that ?everyone? agrees more than half of those losses are the direct result of the artificially high Canadian dollar created by booming energy exports, particularly from Alberta?s oil sands.

The federal Conservatives quickly pounced on Mulcair for suggesting the Alberta oil sands have given Canada a case of Dutch Disease. Cabinet ministers have accused the NDP leader of pitting region against region and insulting hard-working workers in the resource sector.

Mulcair?s views have also angered Redford and Saskatchewan Premier Brad Wall. Redford has said she won?t meet with Mulcair until he visits the Fort McMurray region to educate himself about the oil sands.

The NDP leader?s office has confirmed Mulcair will visit the region May 30 and 31.

The poll suggests less than half of Canadians had heard about Mulcair?s comments. People from parts of the country most involved in the oil sands told pollsters they were most aware of what he said.

?Our survey suggests that those who have the most to lose if oil sands development were to be slowed as a means to assist other economic sectors are the ones paying the most attention to the ?Dutch Disease? debate,? said Doug Anderson, senior vice-president of Harris-Decima.

?On top of that, no region seems particularly convinced that oil sands development has been hurting exports of other sectors of Canada?s economy.?

There were few surprises along party lines.

The survey suggests 70 per cent of self-identified Conservative supporters polled either disagree or strongly disagree with Mulcair.

However, most Green party supporters also disagree with him ? with 56 per cent offside.

Liberal supporters were roughly split, with 48 per cent agreeing with Mulcair and 44 per cent disagreeing.

The poll indicates 55 per cent of New Democrat supporters share Mulcair?s view.

But the NDP leader?s assessment was most popular with Bloc Quebecois supporters. The survey suggests 64 per cent of Bloc supporters back his musings.

African Entrepreneurs Can Take Advantage Of Outsourcing Growth ...

By Jennifer Ehidiamen

?

VENTURES AFRICA ? Kagem Tibaijuka founded?Kagem Tibaijuka & Co,? a small-scale B2B marketing company based in Dar-es-Salaam, Tanzania. But, all of her clients are based outside Tanzania.?While India is part of the outsourcing boom, companies like Kagem Tibaijuka & Co, customize marketing campaigns for international small businesses in markets such as London and Prague. They are a part of the sudden outsourcing growth on the continent.

?

According to Kagem, ?outsourcing is traditionally seen as something in the IT sector to cut costs but in marketing, outsourcing from a business to business angle can be an excellent way for small businesses to focus on what they do best and allow us to do the heavy lifting for them to ensure that they meet their business goals.?

?

Kangem Tibaijuka & Co has worked with companies like Peachy Loans, Designer-Clothes.co.uk and Signature Car Hire.

?

?Kagem was contracted to create fashion guides to go on my e-commerce website. I would say it was high quality writing that Kagem provided, it ticked all the boxes in terms of the way I wanted it written. I would work withKagem again on new projects? Matt Seigneur at Designer -clothes, writes in a testimonial.

?

?We always put their priorities first which is why clients work with us to create campaigns that will resonate with their buying audience,? states Kagem.

?

How can more entrepreneurs venture into the business of outsourcing? What business opportunities are there for African countries?
In this interview, Kagem shares her experience and sheds more light on the business of outsourcing and how African businesses can take advantage of the surge. Enjoy!

?

?

How will you describe B2B marketing in a layman?s language?

B2B marketing is best described as assisting the director of a blockbuster film, while B2C work is like doing the make-up of the movie star in the film. While companies like Mars, Inc sell to consumers with bright graphics and complex marketing campaigns, we sell to businesses who are passionate about they do and simply want to grow.

?

That is an interesting analogy! So tell us, what does your company do currently??

At the moment we are working with several clients internationally by helping them with content marketing, which is using content to help promote and market their products and services. Content marketing is one of the most exciting areas of marketing because the ability to tell vivid stories gives businesses a human side that clients and customers want to see. Content marketing creates engagement which is needed to make sales.

?

Drawing from your experience, how do you think more African companies can take advantage of outsourcing?

The Internet is like an unopened Christmas gift that African companies can use in order to find outsourcing clients. African companies whether they are based in Nairobi, Johannesburg or Dar-es-Salaam can use tools such as email marketing and low cost telephone calls to promote themselves to international clients who need key services outsourced with a focus on value for money and a high standard of work.

?

So far you have worked with different international companies. How do you get these clients? Explain the whole process from first contact to full achievement of set goals.

What I do is I first read as much as I can about specific industry sectors such as financial services and I learn what the key trends are. I look at industries which are destined for growth and then I use search engines to find relevant businesses to contact. I use cold call approaches most of the time ? all of my clients were converted through cold call approaches where they were not expecting me to get in touch. I normally email or call the business involved and I ask to speak to the right person. I ask if I can submit my ideas on how we can help them achieve their goals. Through achieving their goals by putting their priorities first, we achieve our goals of finding new clients every month.

?

And generating revenue for the business?
Kagem?Tibaijuka & Co is a bootstrapped startup that has made over $10,000 in turnover in its first year of trading without any external funding. The company has absolutely no debt and all cash was reinvested back into?the business. We broke even in the first year due to minimal expenses and virtual working. I just recently moved into a new office to keep up with demand for new content marketing campaigns from London-based clients.

?

Who are you current competitors and what is your competitive edge in the industry?

Our competitors are definitely mid-sized marketing companies in the countries that our clients are based because they have the advantage of localisation. However, the overarching advantage we have is that we offer specialised content marketing services instead of being a jack of all trades marketing agency that does everything. We only do content marketing and that pushes us to the front for clients who want tailored content marketing services.

?

Any plans for expansion?

I would love to expand into other international markets ? the Lusophone cities of Maputo and Luanda seem interesting, and London is ideal as well as a central location to promote the company. My top tip for other companies in content marketing would be to specialise in a form of media, whether that is only delivering brochures or creating sales letters or to choose an industry that you specialise in because companies who create a unique blueprint can expand and charge more for their services.

Shell Spent $4 Billion in Campaign to Open the Arctic for Oil Drilling

Alice Ross writes at The Bureau of Investigative Journalism:

Offshore oil drilling in the Arctic has long been considered off-limits ? but as the New York Times revealed . . ., a sustained and ingenious campaign by Shell has overcome all objections.

The campaign to win permission to drill in the Arctic is a masterclass in major-league lobbying: Shell has spent seven years and an incredible $4bn (?2.55bn) to win over opponents at almost every stage, from the local Native Eskimo community, through multiple layers of environmental agencies, all the way to President Obama. It even managed to win permission to drill not long after the Deepwater Horizon oil spill, which involved BP and was one of the worst such incidents in US history.

The granting of Shell?s permits will also spark a new oil rush as more companies seek to join Shell in seeking oil in the Arctic. But many fear that an oil spill in the Arctic could be devastating ? particularly as no technique exists for cleaning oil from ice ? while the rush of industry into the area risks disturbing local wildlife. The fresh supply of oil will also slow the impetus towards more sustainable energy sources.

New York Times reporters John M Broder and Clifford Krauss unpick Shell?s strategy, describing how the company adopted a two-pronged approach focusing on the local community and on Washington.

While many Eskimos depend on oil and energy for their income ? it provides a third of all jobs in the state ? they also revere the natural environment and rely on the ocean for much of their food. They have long been concerned that oil drilling would disturb whale migration rates.

On a local level, Shell faced a canny opponent in Edward S Itta, who campaigned for mayor of his town on an anti-drilling platform. He was happy to play to the myth of the mystical Native and what the reporters call the ?special moral authority? that Eskimos possess in Congress.

After an ill-advised effort at fielding its own candidate, Shell sent in a right-on executive, Pete Slaiby, who embarked on a charm offensive, sponsoring community meetings, serving food, and gamely eating the local delicacy of raw whale meat. Slaiby also made a series of concessions to Itta?s demands ? but at the same time the company was working to isolate him, funding local colleges, village parties and whaling equipment. Itta was eventually forced to accept that drilling was inevitable and negotiated for the best possible deal.

Meanwhile, in Washington Shell took the unusual step of joining an anti-global warming alliance, which gave them access to senior policymakers and helped deflect criticism of the scheme?s impact, says the New York Times.

At the 2008 election the company drew up an action plan for winning over each of the candidates in the event of their victory and retained former politicians who they were close to for an inside line to power ? although Obama?s win caught Shell on the hop, as it had assumed Hillary Clinton would be the Democratic candidate.

The report examines the lobbying that has gone on since his win. The company employs ?three dozen? staff to lobby government officials, according to government registers, and senior Shell lobbyists have visited the White House at least 19 times during Obama?s administration. This is aside from the constant stream of contact with the agencies that would actually grant the permits.

Click here to read the Bureau?s investigation into lobbying?s hidden influence.

?I understood they were doing it, I understood why they were doing it, and it wasn?t as subtle as it should have been,? an official told the New York Times.

Recognising the blunt force power of Shell?s lobbying blitz, environmental groups have backed off according to the paper, choosing to focus on projects where victory is more feasible.

In the end, fuel security and ever-rising oil prices have helped win over President Obama ? and while an activist describes the drilling as ?a reckless gamble we cannot afford?, events such as the Osama bin Laden raid show that Obama, while often cautious, also has a gambling streak.

Barring a major upset, drilling starts in July. As the New York Times points out, ?It is a moment of major promise and considerable danger.?

Legal Tab In Senate Scandal Reaches $46150 ? CBS Minnesota

ST. PAUL, Minn. (AP) ? The legal tab for the Minnesota Senate in the firing of a high-ranking staffer is $46,150 and counting, according to an invoice released Friday.

The billing detailed $330-an-hour legal services from an outside attorney, Dayle Nolan, retained to defend the Senate over the firing of Michael Brodkorb. It covered her work from January through March, although the matter has lingered past April 1.

It?s the first solid accounting of costs so far from Brodkorb?s termination. He was dismissed shortly after his boss, GOP Senate Majority Leader Amy Koch, resigned her leadership position. It was later revealed the two were having an affair.

Brodkorb has hired his own attorneys and is taking steps toward a federal gender discrimination lawsuit, arguing that he was treated differently from other employees involved in workplace affairs. His legal team has also threatened to bring lawsuits in state court against several senators and Senate officials on other grounds, including defamation of character and invasion of privacy. Those officials could be entitled to state-paid legal expenses.

The billing for the Senate?s potential defense came in just under a $50,000 threshold that would trigger a public hearing by the Senate Rules and Administration Committee. It?s not clear whether the next invoice will come due before November?s election, which will decide which party leads the Senate.

The invoice showed that many of Nolan?s hours involved meetings with Senate Secretary Cal Ludeman, one of the potential targets of a lawsuit. Brodkorb?s team has threatened to sue Ludeman personally for defamation of character after Ludeman compared Brodkorb?s legal threats to ?extortion or blackmail.?

Nolan and four associates at her firm, Minneapolis-based Larkin Hoffman Daly & Lindgren, put more than 160 hours of work into the case during the time period covered by the invoice. Several hearings have been held and other legal work has been done on the case since then.

Most of the work was billed at Nolan?s hourly rate, but some was done by an assistant charging $60 an hour. For instance, the cost for Nolan to prepare for and attend a March Senate ethics hearing over then-Assistant Majority Leader Geoff Michel?s handling of the matter reached nearly $4,000.

The legal work also included telephone conferences, legal research, reviewing media reports, drafting memos and speaking with senators and staff.

Ludeman said the invoice will be paid once Majority Leader Dave Senjem, R-Rochester, and Minority Leader Tom Bakk, DFL-Cook, sign off.

'Boiling point': On Lebanon's Syria Street, a civil war brews

Syria's chaos has come over the border into Lebanon, with gunmen clashing in deadly street battles. NBC's John Ray reports.

By John Ray, NBC News

TRIPOLI, Lebanon ? It only takes a two-minute stroll down Syria Street to see why so many people are so worried about what might happen next in Lebanon.

A hole punched through the wall of the mosque by a rocket or mortar shell, smoke-blackened masonry, shops and apartments bearing the pockmarks of fierce gun battles.

Syria Street is the aptly named thoroughfare that separates rival factions in Lebanon?s second city.

For much of the past week, the two sides have been waging a mini-civil war.

It is a direct spill over from the chaos in neighboring Syria.

Photos: Violence on the streets of Tripoli

One side of the street is home to a hard-line Sunni Muslim militia who run guns to rebels across the border.

?President Assad is trying to destroy us,? says Sheik Bilal Masri, by way of explanation. ?They cause trouble here to take the pressure of them in Damascus.?

Since the Syrian crisis broke out, the price of weapons has exploded in neighboring Lebanon. ITN's John Ray meets the rebels buying the weapons and the dealers selling them.

We meet a small group of his men. They are well-armed and apparently spoiling for a fight.

Not many yards away, posters of Syria?s President Bashar Assad striking stern military poses adorn walls on the other side of the street.

2 killed, 18 hurt as Syria conflict spills over into Lebanon

Here the people share Assad?s Alawite faith and, it seems, the same determination to defend his regime.

Omar Ibrahim / Reuters

A man hides behind sandbags amid clashes in the Bab al-Tebbaneh neighborhood in Tripoli, Lebanon, on Thursday.

?No one wants a civil war in Lebanon,? a local Alawite leader tells me. ??But everyone should be warned: There will be repercussion for anyone who tries to meddle in Syria.?

Conflict along Syria Street is nothing new. But the outside world began to take notice on Monday when for the first time in four years, gun battles broke out on the streets of Lebanon?s capital, Beirut.

It was a brief glimpse back into the abyss for a nation scarred by years of civil strife.

Inside Syria rebel stronghold: 'The city is on mute'?

In 2005, Syrian troops were forced to withdrawal from Lebanon, but Damascus is still a big player in the fractured politics of a country that sees rival Muslim and Christian sects share power in a set of uneasy alliances.

Syria?s most powerful friend here is Hezbollah, the militant Shiite group that probably holds the key to whether Lebanon survives in one piece.

Its heartland in the south of Beirut has been tense, but so far its leader, Hassan Nasrallah, has kept his forces out of the fray.

But for how long?

The fatal shooting of two Sunni clerics followed by the kidnapping of Lebanese Shiite pilgrims in Syria shows how unpredictable events have become.

A message to Assad? War games held near border

For more than two decades, Timur Goksel has watched events in Lebanon. Once of the U.N. Mission here, he now lectures at the American University in Beirut.

He tells me the country has rarely felt so dangerous.

?I hope I am wrong because this is scary. If the faction leaders lose control of these young guys with the guns then we?re in trouble,? he said.

Their bloody history has taught the Lebanese to be a fatalistic people.

?The country is at boiling point,? another seasoned observer told me with a shrug. ??What is coming will be very bad.?

NBC's Ayman Mohyeldin reports from war-torn Homs showing how parts of the city have been ravaged by fighting while others spared.
