WEST LAFAYETTE, Ind. (AP) ? Indiana Gov. Mitch Daniels was hailed as a visionary who could bring innovation despite his lack of academic credentials as he was introduced Thursday as the next president of Purdue University, quashing speculation he could be the GOP nominee for vice president.
Purdue officials announced the former White House budget director and Eli Lilly executive would be the university's 12th president following a unanimous vote by the school's Board of Trustees, eight of whom were appointed by Daniels. One trustee was out of the country and did not vote.
The governor will replace France Cordova, who is stepping down in July after five years at Purdue's helm.
"He's a visionary. He's a strategist. He's an innovator. But most of all, he's a doer," said trustee Chairman Keith Krach.
The two-term governor and former White House budget director will take office in January once his term as governor expires. Daniels, once thought to be mulling a presidential run, opted not to join the crowded Republican field. His appointment largely ends the possibility that presumptive nominee Mitt Romney might tap him as a running mate or, if elected, to a Cabinet post.
Daniels, 63, is expected to bring a business-minded approach and an image as an efficient manager to the job he takes over in January, after his second term as governor ends. But he'll also find himself on the flip side of a challenging education environment that has seen state money for public institutions decline dramatically in recent years.
Daniels, wearing a black and gold tie given to him by former Purdue President Martin Jischke, said he was "troubled but persuaded by those who say higher education must modernize its methods and assert its traditional values."
Trustees voiced enthusiastic support for Daniels as the university's next leader.
As governor, Daniels ordered $150 million carved out of state higher education funding in December 2009 as the state's revenues declined. Purdue's state funding has fallen from a peak of $262 million in 2008-09 to $233.9 million for the just-completed school year.
The university also came under fire from state lawmakers over its tuition increases at the height of the recession. Purdue's in-state tuition rates have risen by as much as 62 percent since 2004, according to figures provided by the university.
Daniels has rejected university leaders' contention that state aid cuts have forced them to raise tuition.
Daniels has aggressively tackled education issues during his tenure, helping to establish Western Governors University, an online option for nontraditional students, and pushing the Legislature to reduce the number of credit hours it takes to achieve some degrees. He also led changes in K-12 education, including the nation's broadest use of school vouchers.
"I hope to become an audible and credible voice for the critical role of higher education in the nation's future, and an effective advocate of Purdue to those who might support its growth in quality and reputation," Daniels said.
Daniels said he would spend much of the next six months asking questions and listening.
"I've not made a life in the academy, but I have spent my life reading and admiring and attempting to learn from those who do," he said.
Even so, his reputation for pushing through aggressive change could get a mixed reception on the 40,000-student West Lafayette campus. During his tenure as governor, he has rankled union activists upset by Indiana's new right-to-work law and drew fire over state efforts to privatize the state's welfare system and cut public funding to Planned Parenthood because it performs abortions.
But analysts say he will bring to Purdue leadership skills and a national reputation from his days as a former White House budget director that will help him tackle the challenges ahead. He also will give Purdue coveted fundraising clout as the university aims to double its $200 million in annual gifts over the next decade.
Daniels has easily outpaced his Democratic opponents in his two campaigns for governor by tapping into a national network of donors who supported George W. Bush's presidential races.
"One of the top three jobs for a university president, no matter what the circumstances, is fundraising," said Dennis Barden, senior vice president with the executive search firm Witt/Kieffer.
"Your average politician is pretty fickle when it comes to connecting with people, engaging with them, building relationships with them, and stating a case for support. These are all the things that lead to excellent fundraising," Barden said.
Though Purdue's past presidents have largely been scholars or scientists ? Cordova is an astrophysicist ? Daniels isn't the first politician to take over a university. Former Secretary of Defense Robert Gates served as president of Texas A&M University and is now chancellor of the College of William and Mary in Virginia. Former governors David Boren of Oklahoma and Richard Celeste of Ohio also have led universities.

There's no way to be sure, of course, as there are no confirmed pieces of John the Baptist to compare to the fragments of bone. But the sarcophagus holding the bones was found near a second box bearing the name of St. John and his feast date (also called a holy day) of June 24. Now, new radiocarbon dating of the collagen in one of the bones pegs its age to the early first century, consistent with the New Testament and Jewish histories of John the Baptist's life.
"We got some dates that are very interesting indeed," study researcher Thomas Higham of the University of Oxford told LiveScience. "They suggest that the human bone is all from the same person, it's from a male, and it has a very high likelihood of an origin in the Near East," or Middle East where John the Baptist would have lived.
The bones were found in 2010 by Bulgarian archaeologists Kazimir Popkonstantinov and Rossina Kostova while excavating an old church site on the island of Sveti Ivan, which translates to St. John. The church was constructed in two periods in the fifth and sixth centuries.
Beneath the altar, the archaeologists found a small marble sarcophagus, about 6 inches (15 centimeters) long. Inside were six human bones and three animal bones. The next day, the researchers found a second box just 20 inches (50 cm) away. This one was made of volcanic rock called tuff. On it, an inscription read, "Dear Lord, please help your servant Thomas" along with St. John the Baptist's name and official church feast day.?
The findings paint a story of a man named Thomas charged with bringing relics, or body parts, of St. John to the island to consecrate a new church there. It was common in the fourth and fifth centuries for wealthy patrons to pay for new churches and to gift saintly relics to the monks who staffed them, Higham told LiveScience. "We can imagine that the construction of this church was predicated on the basis of this very important gift, perhaps from the patron to the monastery," Higham said.
The human bones in the box included a knucklebone, a tooth, part of a cranium, a rib and an ulna, or arm bone. The researchers could only date the knucklebone, because radiocarbon dating relies on organic material, and only that bone had enough collagen for a good analysis. The researchers were able to reconstruct DNA sequences from three of the bones, however, showing them to be from the same person, likely a Middle Eastern man.
"Our worry was that the remains might have been contaminated with modern DNA," study researcher Hannes Schroeder, formerly of Oxford, said in a statement. "However, the DNA we found in the samples showed damage patterns that are characteristic of ancient DNA, which gave us confidence in the results. Further, it seems somewhat unlikely that all three samples would yield the same sequence considering that they had probably been handled by different people."
Schroeder added that "both of these facts suggest that the DNA we sequenced was actually authentic."

CANBERRA, Australia (AP) ? Ships and aircraft found more bodies but no survivors Friday while searching for scores of men still missing after a boat carrying about 200 asylum seekers to Australia capsized in heavy seas south of Indonesia.
Four Indonesian and Australian warships, four merchant ships and five Australian government aircraft were searching in 2-meter (7-foot) swells, Australian Maritime Safety Authority spokeswoman Jo Meehan said. All on board were male and about 90 were missing since Thursday's accident.
An Australian navy patrol boat and three cargo ships had rescued 109 survivors ? including a 13-year-old boy ? and delivered them to the Australian territory of Christmas Island 200 kilometers (120 miles) to the south, officials said.
The government lowered from 110 the number of survivors rescued, without explaining the revision. Three bodies also were recovered Thursday.
Home Affairs Minister Jason Clare said most of the men were from Afghanistan. The growing number of asylum seekers trying to reach Australia by boat often originate from it and other war-torn or impoverished nations.
Surveillance aircraft saw more bodies Friday but no survivors. "I think we need to brace ourselves for more bad news," Clare told Sky News television.
Searchers still could find more survivors but rougher seas were making the situation "increasingly grim," Clare said.
About 40 survivors were found clinging to the upturned hull, while others were gripping debris up to 6 kilometers (4 miles) from the scene, Clare said.
The boat called Australian rescuers late Tuesday to report it was in distress but did not give its location, Clare said. The crew made another call Wednesday and said the boat was 70 kilometers (44 miles) south of the main Indonesian island of Java. Australian authorities advised the crew to return to Indonesia and told Indonesian authorities of the boat's situation, he said.
But an Australian surveillance plane crew saw it Wednesday afternoon continuing south toward Christmas Island and showing "no visual signs of distress," Clare said. Authorities there began preparing to respond, he said.
On Thursday afternoon, a surveillance plane crew found the boat had capsized halfway between Christmas Island and Java, still within Indonesia's zone of search and rescue responsibility.
He said the boat had made several calls Thursday morning that "raised concerns about the safety of the vessel," but he did not have details of those calls.
Speaking of Australian rescue authorities' response, Clare said that "it looks like they took proactive steps."
"All of the advice I have is that the work between Australian agencies and Indonesian agencies was very good," he added.
People smugglers often call Australian rescue authorities once they've reached Australian waters to tell them where their human cargo can be picked up. They then disable the boats so they cannot be forced to retreat.
Christmas Island in the Indian Ocean is closer to Indonesia than to the Australian mainland and is a popular target for the overcrowded boats carrying asylum seekers from Indonesia ? sometimes with deadly consequences.
Gagah Prakoso, a spokesman for Indonesia's Search and Rescue Agency, said the capsized boat was reportedly carrying 206 people.
"We have done the best we can for the rescue effort," he said Friday, adding that he did not know whether the Indonesian fishing boat had been crewed by Indonesians.
Western Australian police were being sent to Christmas Island to attempt to identify bodies.
The U.N. refugee agency said the tragedy underscored the danger of such journeys by asylum seekers and the need to find alternatives.
"It also reinforces the need for renewed international solidarity and cooperation to find protection options for people," the statement said.
In December 2010, an estimated 48 people died when an asylum seeker boat broke up against Christmas Island's rocky coast.
Last December, about 200 asylum seekers were feared drowned after their overcrowded ship sank off Indonesia's main island of Java.

One of the items high on the big science project to-do list is to devise a wiring diagram for the human brain. Its 100 billion neurons and the hundreds of trillions of connections among these cells consign this goal and the specifics of achieving it to the long-term bin. A first step, though, is a complete diagram of the mouse brain.
Scientists at Cold Spring Harbor Laboratory (CSHL) in Long Island, N.Y., have started making public detailed images of mouse brain circuitry, releasing on June 1 the first installment of about 500 terabytes. The goal of the effort, called the Mouse Brain Architecture Project (MBA), is an entire rodent brain wiring plan that would represent the first such mapping of the circuits of a vertebrate brain.
"Current knowledge of brain circuitry is incomplete," says Jonathan Pollock, chief of genetics and molecular neurobiology research at the National Institute on Drug Abuse. "The lack of knowledge about neural circuitry has led to recognition by the scientific community of the need map the brain at the macro-, meso- and microscopic scale."
The MBA complements other efforts, such as the National Institutes of Health's Human Connectome Project and the ALLEN Brain Connectivity Atlas. Pollock says that because the mouse serves as a general model for mammal genetics, the knowledge gleaned could help in the study of diseases such as Alzheimer's, autism, schizophrenia, depression and addiction. In recent years researchers focusing on mammalian brains have placed much attention on individual synapses, connection points between neurons, using electron microscopy. This approach is too complex and currently impractical for application to the whole mouse brain
"I wanted an approach that could pragmatically approach the architecture of the whole nervous system. Our project utilizes tracer injections to delineate the wiring diagram of the whole brain," says Partha Mitra, a bio -physicist at CSHL and the leader of the project.
The CSHL researchers use four injected tracers to delineate the circuitry. Two of these are "classical" tracers?choleratoxin subunit B and biotinylated dextran amines. Additionally, there are two viral tracers?the adeno-associated virus and a modified version of the rabies virus.
The project produces high-definition images (each image is approximately one billion pixels) of mouse brain sections. Each brain is represented in some 500 images, with each image showing an optical section through a 20-micron-thick slice of brain tissue. Information from other data sources publicly available over the Internet are added to the images and everything is made available to neuroscientists as well as interested members of the general public at http://mouse.brainarchitecture.org. The site can be used as a "virtual microscope" to look inside a mouse brain, with the ability to zoom in to show individual neurons and their processes. Users have access to a multi-resolution viewer that allows them to progress from the front of each brain to the back and follow in 3-D the actual neuronal pathways.
Mitra says the intention was to share data with the community, akin to how the astronomy data of the Sloan Digital Sky Survey was made publicly available. "I come from a physics background where open distribution of results prior to publication via a preprint archive (arXiv) has been standard practice for a long time and predates the current growth in open-access journals," he says. Because it can take months?sometimes years?to get a paper published in a journal, he prefers an approach where "scientific communications can be made much more directly and quickly by posting data and results on the Web as they become available."
Mitra's team intends to provide tutorial materials that would allow any curious person to engage with data on the Web site. They have already put up one tutorial so far on major brain pathways, using one of the myelin stained brains displayed on the site. "This is a good entry point to thinking about the overall connectivity structure of the brain," Mitra says. "During the Renaissance," he notes, "artists carried out detailed studies of anatomy, and they were able to do this because the structures were visible to the naked eye. The same is not true for neurons; however, with the virtual microscope that we are providing, it should be possible even for the layperson to engage in some degree of neuroanatomical study. We will be working on tools to enable this further."
